This is Weezing, card number 29/68 from Hidden Fates, in its Reverse Holo printing. Weezing is the evolved form of Koffing and one of the well known first generation Pokemon, with a long association with the Team Rocket duo across the series.
The Reverse Holo treatment applies the holographic foil to the card body rather than the artwork window, producing the mirrored sparkle that sets it apart from the standard printing. Pattern collectors look for these variants when building a complete Hidden Fates run.
