This is Voltorb, card number SV13/SV94 from the Shiny Vault of the Hidden Fates set. The Shiny Vault was the dedicated subset within Hidden Fates that gathered shiny versions of Pokemon, each given its own SV numbering separate from the main set, and this Voltorb is a Shiny Holo Rare from that run.
The Baby Shiny tag refers to the shiny treatment given to lower stage Pokemon in the Shiny Vault, presented with the alternate shiny colouring rather than the standard artwork. These cards carry a clean holo finish and the distinctive Shiny Vault frame that collectors recognise at a glance.
