This is Venomoth GX 12/214 from Unbroken Bonds, a Sun and Moon era expansion. The tags mark it as an Ultra Rare GX card, the mechanic that defined much of the Sun and Moon period. GX cards offered a single powerful GX attack that could be used once per game, which made them key decision points in competitive matches.
Venomoth is a long standing favourite from the original generation, and seeing it given the full GX treatment appeals to collectors who enjoy classic Pokemon presented in modern card formats.
