This is the Reverse Holo printing of Vaporeon, numbered 42/236, from Cosmic Eclipse. Cosmic Eclipse was the final main set of the English Sun and Moon era, part of the broader SM block, and it remains one of the largest sets of its time with a deep card list to work through.

The Reverse Holo tag describes a specific finish: the foil runs across the card body and frame rather than just the artwork window, which is the reverse of a standard holo.
