This is Ursaluna V, card number 102/195 from the Silver Tempest set, an English expansion from the later part of the Sword and Shield era. The card uses the V mechanic, which gives a single Pokemon high HP and powerful attacks.
Ursaluna was introduced in the Hisui region and quickly became a favourite for its rugged design, so a V card gives that following a clear card to chase within Silver Tempest. As a relatively recent addition to the wider Pokemon line at the time, its appearances on cards drew extra attention from collectors.
People look for Ursaluna V both to complete the Silver Tempest V line and because the character has a strong fanbase. A Mint copy is a clean way to feature Ursaluna in a binder, whether you collect the set or focus on the Hisui region Pokemon.
