This is Ursaluna EX, card number 141/167 from the Twilight Masquerade set in the Scarlet and Violet era. As an EX card, it is one of the more powerful Pokemon you can play in the format, carrying a higher hit point pool and stronger attacks, with the trade off that your opponent takes an extra prize card when it is knocked out.
Twilight Masquerade brought a wide range of EX cards and full art treatments, and Ursaluna is a favourite among collectors who enjoy the heavier, brooding designs in the set. The 141/167 number places it within the main numbered run rather than the secret rare bracket.
