Tapu Bulu GX comes from the Shiny Vault of Hidden Fates, a Sun and Moon era set built around a special subset of shiny Pokemon. The Shiny Vault uses the SV prefix and gathers alternate colour shiny versions of popular cards into one collectible run that sits apart from the main set.
This is the SV91/SV94 print, a Shiny Holo Rare. Tapu Bulu is one of the guardian deities of the Alola region, and seeing it in its shiny colouring gives the card a distinct look compared with its standard appearance. The GX mechanic gives the card a single powerful GX attack that can only be used once per game, alongside high HP and strong regular attacks.
Collectors look for Shiny Vault cards because the subset is self contained and the shiny artwork is unique to this release, making a complete SV run a popular goal for Hidden Fates fans and Alola guardian collectors alike.
