This is Steelix, card number 139/264 from the Fusion Strike set. Steelix is the evolved form of Onix and a familiar face from the Johto region games, presented here as a holo card in this large Sword and Shield era expansion.
This copy is the Holo version, so a foil finish runs across the card surface and catches the light, setting it apart from the plain non holo printing. Fusion Strike was one of the biggest sets of its era, which makes its individual holo Pokemon a satisfying target for collectors working through the checklist.
