This is Steelix as an Illustration Rare from the Mega Evolutions set, an English release. Illustration Rare cards (often shortened to IR by collectors) put the artwork front and centre, replacing the usual full body pose with a more detailed scene that extends across the frame. Steelix, the towering Steel and Ground type that evolves from Onix, suits this treatment well, and the card carries the holo finish typical of the rarity.
The collector number 150/132 sits above the printed set size of 132, which is standard for Illustration Rares: they are slotted past the numbered base set rather than within it. That placement marks the card as one of the harder to find pulls from the release.
