This is Starmie, card number 121/165, a Rare Holo from the Japanese Pokemon 151 set. Starmie is a classic Kanto Pokemon, the evolved form of Staryu, and a familiar face from the original generation that the 151 set celebrates.
Pokemon 151 revisits the original Kanto Pokedex, covering the first 151 Pokemon, and it has been a consistent favourite for collectors drawn to the classic line up. The Holo treatment here means the artwork window carries the foil shine, the traditional finish that has marked rare cards since the earliest sets.
