Starmie comes from Shiny Treasure EX, a Japanese set built almost entirely around shiny Pokemon. This card carries the Shiny Rare classification, and the Baby Shiny tag marks it as one of the shiny Pokemon presented in the set's distinctive starry treatment rather than as a full art or EX card. Starmie is the evolved form of Staryu, a first generation favourite, and seeing it in its shiny colouring is a treat for long time fans.
The number 222/190 confirms this is a secret rare, since the first number exceeds the set total of 190. Secret rares sit beyond the main numbered run and are printed as part of the bonus tail end of the set, which makes them harder to track down than the standard cards.
Shiny Treasure EX is prized for the sheer volume of shiny variants it offers, and a clean secret rare Starmie is a rewarding pickup for collectors chasing the shiny line up or building a complete run of the set.
