This is Sobble (039/132) from the Mega Evolution set. The card is the Reverse Holo printing, so the holographic finish runs across the card body while the artwork window keeps a standard look, the opposite of a regular Holo.
Sobble is one of the Galar starters and a firm favourite for its shy, teary eyed design. As a basic stage Pokemon it forms part of an evolution line that collectors enjoy following, and the Reverse Holo finish gives set builders a distinct version to pair with the standard copy from the same expansion.
The 039/132 number sits within the main numbered run, so this is a standard Reverse Holo rather than a secret rare. A clean copy with a scratch free holo body and sharp corners is the version most collectors are after.
