This is Slowpoke, card number 12/68 from Hidden Fates, a special Sun and Moon era set released in 2019. Hidden Fates is remembered fondly by collectors for its Shiny Vault subset and its strong selection of classic Pokemon, which helped make it one of the more sought after sets of its time.
This copy is a Reverse Holo, meaning the card frame and border carry the holographic foil while the main artwork stays standard. Reverse holos are produced as a parallel version of the regular set cards, so they sit alongside the non holo print as a distinct collectable variant. Collectors enjoy them for the extra shine they add to a binder and for the challenge of completing a full reverse holo run of a set.
