Skuntank V comes from Silver Tempest, one of the final main sets of the Sword and Shield era. The V cards were the core of that period's higher rarities, representing a single powerful Pokemon with a larger health pool and stronger attacks than basic cards.
This particular printing is the Alt Art version, numbered 181/195. Alternate art V cards use a full panel illustration that extends across the whole card rather than the standard framed artwork, with the Pokemon shown in a detailed scene. These are among the most sought after pulls in any Sword and Shield set, since each one is printed at a much lower rate than the regular V and offers a piece of original artwork that you do not see anywhere else in the set.
