This is Sinistcha EX, card number 023/167 from the English Twilight Masquerade set. The EX label marks it as a Pokemon EX, a single card line known for higher hit points and stronger attacks, balanced by the rule that an opponent draws extra prize cards when an EX is knocked out. Sinistcha is one of the newer Pokemon to debut in the Scarlet and Violet generation.
