This is Sigilyph from the White Flare set, issued as an Illustration Rare. Sigilyph is the avian, rune marked Pokemon often described as the Avianoid Pokemon, and its distinctive silhouette lends itself well to the wide, scenic style that Illustration Rares are built around.
Illustration Rares move away from the standard portrait and instead frame the Pokemon inside a fuller environment, letting the artwork carry the card.
