This is Sigilyph, card number 038/086 from the English White Flare set. It is one of the Poke Ball pattern cards, a reverse holo version where the foil is overlaid with a repeating Poke Ball design. That patterned background is the detail that distinguishes it from the standard print of the same card.
White Flare is a Scarlet and Violet era release, and its Poke Ball pattern cards are popular with collectors who like to build a complete patterned run next to the main set.
