This is Shroodle 189/091 from Paldean Fates, the special expansion focused on shiny Pokemon and the Shiny Vault. Shroodle is one of the newer Pokemon introduced in the Paldea region, and here it appears as one of the set's Baby Shiny cards, the term collectors use for the smaller single Pokemon shinies in the run.
The Shiny Rare classification means this Shroodle is printed in its alternate shiny colouring rather than its usual look, complete with the shine treatment that fans recognise on sight. Since the card number runs higher than the printed set total, it belongs to the bonus portion of the checklist that extends past the main set.
