This is Seviper from Hidden Fates, numbered SV15/SV94. The SV numbering and the tags place it squarely in the Shiny Vault, the special subset of Hidden Fates dedicated to shiny Pokemon, where every card carries its own SV number separate from the main set.
The tags confirm a Holo finish, which is the hallmark of the Shiny Vault cards: a shiny colour variant of the Pokemon set against a holographic backdrop. Seviper, the Fang Snake Pokemon, takes on a recoloured look here that sets it apart from its standard printings.
