This is Servine, card number 002/086 from the English Black Bolt set. It is a Poke Ball pattern card, a reverse holo version where the card face carries a repeating Poke Ball design across the foil. That patterned background is the feature that sets it apart from the standard print of the same card.
Black Bolt is a Scarlet and Violet era release, and its Poke Ball pattern cards appeal to collectors who like to assemble a complete patterned run alongside the main set.
