This is Seadra (card number 117/165) from Scarlet and Violet 151, the English set that revisits the original Kanto National Pokedex from Bulbasaur through to Mew. As the evolution of Horsea, Seadra is a familiar face for collectors who grew up with the earliest Pokemon games and trading cards.
This copy is the Reverse Holo version, which means the card frame and background carry the holographic shine while the artwork window stays standard. Reverse holos were printed alongside the regular set cards, so they sit at the same base rarity but offer a different finish that many collectors prefer for the way the foil catches the light across the whole card.
