This is Sandshrew (card number 027/165) from Scarlet and Violet 151, the English set that recreates the original Kanto Pokedex for the modern trading card game. This 027/165 print is the Kanto Sandshrew, the version most collectors picture from the first generation of games and cards.

This copy is the Reverse Holo version, which carries the holographic shine across the card frame and background while the artwork window remains standard. Reverse holos were printed alongside the regular set cards, so they sit at the same base rarity but offer a different finish, with the foil sparkle covering most of the card.
