This is Sandaconda V, card number 046/070, a Double Rare from the Japanese VMAX Rising set. Pokemon V cards are powerful single stage cards with higher HP, and they give up two prize cards when knocked out. Double Rare is the rarity tier for these V cards, shown by the two black star symbols on the card.
Sandaconda is a Pokemon introduced in the Galar region generation, evolving from Silicobra, and its coiled, sand snake design makes it a recognisable member of that generation. VMAX Rising is a Japanese set, so this card carries the Japanese text layout that collectors of Japanese cards look for.
Collectors look for Sandaconda V both as a playable card and as part of completing the VMAX Rising set. The Double Rare V cards are often among the standout pulls of a set, and clean, well centred copies are the ones collectors prefer for display and long term keeping.
