This is Rock Chestplate, card number 164/190, a Reverse Holo from the Japanese Shiny Treasure EX set. Rock Chestplate is a Trainer item card, so it sits in the support side of a deck rather than as a Pokemon. On a reverse holo the foil runs across the card body while the artwork itself keeps its standard finish, giving the frame a shimmering look that sets it apart from the regular non holo printing.
Shiny Treasure EX is a high pull Japanese set known for its broad selection of shiny variants and special cards, and it has been a favourite among collectors building Japanese era runs.
