This is Rattata, card number 019/165 from the Scarlet and Violet 151 set, the English release that brings back the original Kanto National Pokedex of 151 Pokemon. Rattata is one of the most recognisable early game Pokemon, and the 151 set gives collectors a modern print of a card tied closely to first generation memories.
This copy is the Reverse Holo version, where the foil sits across the card frame and background while the central artwork is printed standard. Reverse holos are a favourite among collectors because they provide a separate finish to chase alongside the regular and holo versions. As a single from the 151 set, it slots neatly into a complete set build or a binder set aside for reverse holos.
If you are working through the 151 set number by number, or assembling the reverse holo line, Rattata is a handy card to include in the collection.
