This is Pyroar, card number 016/131 from the English Prismatic Evolutions set. It is a Poke Ball pattern card, a reverse holo version where the foil is decorated with a repeating Poke Ball design across the card face. That patterned finish is what separates it from the standard print of the same card.
Prismatic Evolutions is a Scarlet and Violet era release, and its Poke Ball pattern cards have proven popular with collectors who like to chase a full patterned run alongside the main set. Pyroar is the evolved form of Litleo, a Pokemon known for its lion like design and prominent mane.
