This is Poltchageist, card 017/187 from the Japanese Terastal Festival EX set. It is a Poke Ball pattern card, a reverse holo variant where the foil is filled with a repeating Poke Ball design rather than the standard holo treatment. These patterned reverse holos are popular with collectors who like to gather the alternate foil styles that run alongside the main set.
Poltchageist is one of the newer Pokemon introduced in the Scarlet and Violet era, with a quirky design that makes it a recognisable face in the Terastal Festival EX set.
