This is Pikachu and Zekrom GX, card 162/181 from the Team Up set, in its Full Art treatment. Team Up was the set that introduced the Tag Team mechanic, and this card was one of its headline releases. It is classed as an Ultra Rare, and the Full Art treatment extends the artwork across the whole card for a more dramatic look.
As a Tag Team GX, this card pairs two Pokemon on a single card, carrying high HP and a powerful GX attack that can be used once per game. Bringing the franchise mascot Pikachu together with the legendary Zekrom made this an instant favourite, and it remains one of the most recognisable Tag Team cards.
Collectors look for 162/181 as a Full Art Ultra Rare, as a landmark Tag Team card from the set that started the mechanic, or to build a Pikachu collection.
