This is Pikachu V-UNION, card 028/028, a Japanese release from the 25th Anniversary Collection. The Triple Rare tag and the V-Union format make this one of the headline cards from that anniversary set.
V-Union is an unusual card type made up of four separate pieces that combine on the table to form one large Pokemon, in this case Pikachu spread across the four parts. Each piece is collected and played together, so the format gives you a much bigger image than a standard single card. The 25th Anniversary Collection was built to celebrate a quarter century of the franchise, and Pikachu, as the series mascot, took pride of place in the lineup.
Anniversary cards hold lasting appeal because they mark a specific milestone, and the V-Union format adds a distinctive collecting angle, so clean Japanese copies of this Pikachu are well worth tracking down.
