This is Pikachu ex, card 219/191 from Surging Sparks. Since the first number (219) is larger than the set size (191), this card falls outside the main numbered list and is one of the harder slots to track down from the release.
The Ultra Rare tag marks this as a full art style Pikachu ex, where the character extends across the whole card with a textured holo treatment. As a Pokemon ex, Pikachu offers the higher HP and stronger attacks of that card class, with the trade-off of giving up an extra prize when knocked out. Pikachu is the most recognisable face in the franchise, so any premium printing tends to draw strong interest.
