This is Pikachu EX 033/106 (JP), a Japanese Double Rare from the Super Electric Breaker set. Pikachu is the most recognisable Pokemon of all, and this card carries the EX mechanic, the modern marker for a powerful Pokemon that gives up extra prize cards when knocked out. The number sits within the main set total of 106, so this is a standard set card rather than one numbered beyond it.
Double Rare is the rarity used for EX cards in current sets, shown by the two black star markers on the card. These versions keep the regular card layout with a holographic finish, sitting a step below the full art treatments while still being a desirable pull. Given Pikachu's standing across the whole franchise, its EX cards are usually among the first collectors look for in any release.
For anyone who collects Pikachu, builds runs of EX cards, or focuses on Japanese releases, this raw single is a clear pick up for a binder or a display.
