This is Persian, card number 053/165 from the Scarlet and Violet 151 set, shown in its English Reverse Holo finish. The 151 set revisits the full original Kanto Pokedex, and Persian is one of the classic Generation One Pokemon that collectors recognise from the earliest days of the series.
A Reverse Holo runs its foil across the card frame and background rather than the artwork window, which gives the surface a different shine to the standard non holo print.
