This is Patrat, card number 072/086 from the English White Flare set. It is one of the Poke Ball pattern cards in the set, a reverse holo finish where the card face is decorated with a repeating Poke Ball motif across the foil. That patterned background is what sets these versions apart from the standard print of the same card.
White Flare is part of the Scarlet and Violet era of releases, and the Poke Ball pattern cards have become a favourite among collectors who like to chase a complete patterned run alongside the main set.
