This is Paras, card number 046/165 from the Scarlet and Violet 151 set, shown here in its English Reverse Holo finish. The 151 set brings the entire original Kanto Pokedex into a modern release, and Paras is one of the classic Generation One Pokemon that long time collectors recognise from the earliest days of the series.
A Reverse Holo applies its foil to the card frame and background rather than the central artwork, giving the surface a shine the standard copy does not have. Because every common and uncommon in 151 has a Reverse Holo counterpart, many collectors aim to gather the full Reverse Holo run alongside the regular cards.
