This is Omastar, card number 139/165 from the Scarlet and Violet 151 set, in its Reverse Holo printing. The 151 set revisits the original Kanto Pokedex, and Omastar, the evolved form of Omanyte, is one of the well remembered fossil Pokemon from the first generation.
The Reverse Holo treatment applies the holographic foil to the card body rather than the artwork, producing the mirrored shine that pattern collectors look for. Because the 151 release was built around nostalgia for the original roster, reverse holo variants are a favourite way to build a more complete version of the set.
