This is Oddish, card number 043/165 from the Scarlet and Violet 151 set, presented in its English Reverse Holo finish. The 151 set revisits the entire original Kanto Pokedex, and Oddish is one of the well loved Generation One Pokemon that collectors are glad to see return in a modern release.
On a Reverse Holo, the foil runs through the card frame and background rather than the artwork itself, giving a shine that sets it apart from the standard non holo copy. Each common and uncommon in 151 has a Reverse Holo counterpart, so completing the Reverse Holo run is a popular project for collectors who want a fully foiled version of the set.
