Milotic EX comes from Surging Sparks, a Scarlet and Violet era expansion. It is card number 042 of the 191 card main set, placing it within the standard numbering rather than the secret rare range that runs above the set total.
The card is a Double Rare, the rarity given to the standard ex cards in this format. Double Rare ex cards stand out with their bold ex lettering and a higher HP, and they carry the rule that an opponent takes two prize cards when the ex Pokemon faints. That balance of strength and risk is central to how these cards are used in a deck.
