This is Mega Venusaur EX, card 003 of 132 from the Mega Evolutions set, an English language release. The card is a Double Rare, the rarity tier used for ex cards in this era, finished with full foil and the black double star symbol.
This card shows the Kanto starter Venusaur in its Mega Evolved form, a callback to the Mega mechanic that fans first encountered in earlier generations. As an ex card it brings high power at the cost of giving up extra prize cards when knocked out, making it a centrepiece card for the set.
