This is Mega Eelektross ex, card 225/193 from the Japanese set Mega Dream EX. The card number runs past the set total, marking it as one of the cards numbered beyond the main set, the range where the premium prints sit.
This is an ex card with the Mega Attack Rare finish. ex cards represent powerful versions of a Pokemon, balanced by giving up extra prize cards when knocked out, and this one features a Mega Evolution, the supercharged form a Pokemon can take during battle. The Mega Attack Rare treatment gives the card an expanded artwork style that suits the dramatic look of a Mega Evolved Pokemon.
Eelektross is a less commonly featured Pokemon, so a Mega Evolution ex printing makes this a distinctive pull within Mega Dream EX. Collectors who follow Japanese releases or who are drawn to the Mega Evolution cards in the set will find this an interesting addition to the collection.
