Luxray ex is an Electric type card from Twilight Masquerade, a Scarlet and Violet era set. Luxray is the Gleam Eyes Pokemon, the final evolution of Shinx, and the ex mechanic gives this version a larger Hit Point total and stronger attacks, with the trade off that an opponent draws two prize cards when it is knocked out.
The number 195/167 tells you a lot about the rarity. Because the first number (195) is higher than the set total (167), this card sits beyond the base numbering and is a secret rare. Cards in that range are the scarcer, later prints that set builders work towards once the main set is filled.
Luxray has a strong following from the Shinx line, so a secret rare ex version pulls interest from both fans of the Pokemon and collectors chasing the upper end of the Twilight Masquerade list. It is a clean addition for anyone building that set in mint condition.
