This is Latias 9/20 from Dragon Vault, a small special set built entirely around Dragon type Pokemon from the Black and White era. Latias is one of the legendary Eon twins, a fast and graceful Pokemon that has long been a favourite among fans of the legendary line up.
The Holo tag confirms this is a holographic card, with the shimmering foil treatment applied to the artwork. Dragon Vault was a compact 20 card set, which makes each card within it a recognisable part of a focused collection rather than a single pull from a large mainline release.
