This is Joltik from Paradox Rift, a Scarlet and Violet era set. The card is numbered 196/182, and because the first number runs past the set total of 182, it sits beyond the main set among the chase cards that collectors track down.
This printing is an illustration rare, a category valued for its full scene artwork. Rather than a plain framed portrait, illustration rares place the Pokemon within a setting that adds story and atmosphere, and Paradox Rift produced a well regarded run of them. Joltik, the tiny Pokemon first introduced in the Unova region, makes for a charming subject, and its small stature lends the illustration plenty of personality.
