This is Jirachi 119/185 from Vivid Voltage, presented as an Amazing Rare. The Amazing Rare classification was a short lived and well loved subset from the Sword and Shield era, known for its distinctive watercolour style artwork where bursts of colour radiate out from the Pokemon against a clean background.
Jirachi is the mythical Wish Pokemon, a small star shaped creature that has always been a favourite for its charming design and its ties to wishes and the night sky. The Amazing Rare treatment suits Jirachi beautifully, with the splashes of colour echoing its celestial theme.
