This is Jessie and James, card number 58/68 from Hidden Fates, in its Holo printing. Jessie and James is a Supporter trainer card themed around the well known Team Rocket duo, so rather than a Pokemon it celebrates two of the most recognisable characters in the wider Pokemon world.
