This is Ivysaur, card number 002/165 from the Scarlet and Violet 151 set, in its Reverse Holo printing. The 151 set revisits the original Kanto Pokedex, and the low 002 number places Ivysaur right near the start of the checklist as the middle stage of the Bulbasaur evolution line.
The Reverse Holo treatment applies the holographic foil to the card body rather than the artwork, giving the mirrored shine that collectors look for when building a fuller version of the set. The 151 release was hugely popular for its nostalgia, so reverse holo variants are a favourite way to complete the run.
