This is Iron Hands ex 031/131 from Prismatic Evolutions, a Double Rare card. As a Pokemon ex, Iron Hands is a high HP card with strong attacks, balanced by the rule that an opponent takes two prize cards when it is knocked out. The Double Rare tag, shown by the two black star symbols, is the rarity used for the standard ex cards in Scarlet and Violet era sets.
Prismatic Evolutions was a special set built around the eeveelutions and other fan favourites, and its ex cards remain popular with both players and collectors. Iron Hands is one of the Paradox Pokemon, a future form encountered in the Paldea region, which gives the card a distinctive mechanical design that sets it apart from more traditional species.
Collectors look for Double Rare ex cards like this to complete the Prismatic Evolutions set or to feature a Paradox Pokemon in a focused collection.
