This is Ho-Oh GX from the Sun and Moon era, carrying the promo number SM80. Promo cards sit outside the main numbered sets and are usually distributed through special channels such as tins, boxes and collection products, which gives them a separate place in a collection from the standard set printings.
The GX mechanic was the headline feature of the Sun and Moon era, letting a Pokemon use a single powerful GX attack once per game, with a knock out handing the opponent extra prize cards.
