This is Gyarados 33/147, a Reverse Holo from Burning Shadows, the English Sun and Moon era set released in 2017. Gyarados has long been a favourite among collectors, and seeing it in the Reverse Holo treatment gives the card a recognisable shimmer across the whole card face rather than just the artwork window.
The Reverse Holo finish is what sets this version apart from the standard print. The holographic pattern covers the border and text areas, so the card catches the light in a way the regular copy does not. It carries the same artwork and card number, but the reflective surface makes it a distinct pull that many players and collectors like to seek out when completing a Burning Shadows set.
Cards from the Sun and Moon block are increasingly sought after as collectors revisit the era, and a clean Reverse Holo Gyarados is a solid addition to any binder or set build.
