This is Gyarados GX, card SM212 from the Sun and Moon era. The promo numbering together with the SM tag shows it was distributed as a black star promo during the Sun and Moon block rather than as part of a numbered booster set, which gives it a distinct place outside the standard set checklists.
GX cards were the marquee mechanic of the Sun and Moon generation, marked by their full sized artwork and the powerful one time GX attack. Gyarados is a long standing fan favourite, recognised instantly for its serpentine design and its role as the evolution of Magikarp, so a GX printing of it remains a popular target for collectors who grew up with the line.
Promo cards like this one appeal to collectors who enjoy chasing releases that sit apart from the main series. It makes a recognisable addition to a Sun and Moon era collection or a focused Gyarados display.
