This is Gouging Fire EX, card number 027/187 from the Japanese set Terastal Festival EX. Gouging Fire is one of the Paradox Pokemon introduced in the Scarlet and Violet era, presented here as a Pokemon EX. EX cards are a powerful card type that usually carry higher HP and strong attacks, with the trade off that your opponent takes an extra prize when one is knocked out.
The Double Rare classification is the standard rarity for Pokemon EX cards in modern releases, shown with a double black star and the full bodied EX artwork that collectors recognise. This is the Japanese printing, so it carries the original Japanese text.
Collectors seek Gouging Fire EX for its ancient Paradox design and for rounding out a Terastal Festival EX collection. The Japanese version is a favourite among those who enjoy the original language printing alongside the English release.
